Yes. Dyes drop from specific mobs or areas.
Not sure if you wanted to know which drop where or not so I’m just leaving it there for now 
In that case, do you know where the charcoal major dye drops?
charcoal i think drops from any reward caches, which can be obtained by leveling up, doing missions, or completing public events.

Pretty sure it’s only from the leveling chests not the ones from turning in missions or the ones you get from public events
