No quests after introductory?

Am I missing something? I made a new character for Reborn, and did the introductory 3-4 quests, but now suddenly I find myself without any quests, no direction, and no idea where to go or what to do.

I wondered around a good distance from the city but couldn’t find anything of interest. I promptly logged off and felt confused. A few days later I logged in and wondered around again looking to see if I had missed something, anything. I was unable to find a single quest, what am i missing?

NPCs inside Highsteppe give quests that unlock by level. Missions appear in the inventory screen (new mission tab) and lore quests appear in the journal.
