Unsure if this is a bug, I know some people had issues with this before. But I can’t seem to find the 5th local for Kaia. I’ve searched all
Over highsteppe for them.

I’ve got the airship one, guide city entrance, back of player house and tavern. I found two locals who didn’t have speech bubbles near fishing guy and monster museum, is one of them the local I need and it’s just bugged?

So it turns out the gambling debt/save dosa quest line blocks progression on the gossip one as it uses the same barmaid NPC
