I was just exploring around and decided to travel down the map from the Order Fort, and I found a small area surrounded by rocks. Inside, there were 3 different fenced off areas each containing a pedastall, and a number. 10968, 3478, and 1781. What do they mean?

I think you’re describing the mage practice area. If you shoot a fireball at the brazier thing, it should pop up a dummy that tells you what spells to use. The floating numbers are the scores of the last person who ran at each station.
