Any chance this could be added and retroactively applied to (or made available through an NPC) anyone who has completed the hunter line of quests?

I was wondering about this cape too
IF that’s what the cape is supposed to be from 
Draven just wants that black cape/ offbrand cloak of midnight!
The cape is not currently in game as a reward yet, but there will be a way to earn it coming in the coming weeks.
