First ramp down in Port Leisa the vendor is the Otthamine merchant, next one down is the dye assistant, the 3rd ramp down there is a stall and merchant but he has nothing to sell for me. Is there quests to unlock his items or is he like that for everyone?
I think he might be homeless. He’s always there and never selling anything…
