Can they be used to make runesmithing more powerful yet? I have an outrageous amount in my chest and I’d like to sell them for cash if they are still currently useless.

No, they aren’t used to power the tile sets yet. And, just for clarification -(if the plan is the same) they won’t be used to make the sets more powerful-
“You’ll also require shards from breaking down gear to “power” the set, and the set will eventually wear off as the durability of the item is used up.“
