I cannot figure out the sicilus ithecac lore quest, i have tried looking in the library at the frost rune book with an ithecac potion active, but i do not see anything new.
I’m not sure exactly which quest you’re on, but try going into your basement and then drinking Ithecac. I distinctly remember that being necessary for one of the lore quests
Building on what Mishka said, I think you have to get pretty close to the area of interest within your basement before what you’re looking for will show up. (Unless they fixed this bug 
)
Sicilus, the dragon lady, im doing her lore quest, Pretty much, she told me she remembers seeing a frost rune on a book in the library. In the book (written by Tinny Mulbirth), it says that you need an ithecac potion to read a secret message or something like that.
