I just purchased orbusvr for Oculus quest and I am wondering if I can transfer my steam character over to my Oculus quest. Thanks
The characters are Orbus account bound, just login with the same email. 
As Pherosis mentioned above your characters are tied in at the Orbus level not the Store level (like quest, steam, etc) so as long as you log into the game with the same email address then you will have access to the characters.
If you have already signed up with a different email address then before then just let us know and we can work with you in PMs
