It seems like the reputation bar is full as my fishing level was pretty high(I dont remember exactly what level) in the old version of the game. It seems to have carried over the rep somewhat as the bar is filled green all the way into my inventory but the level for the reputation is still 1.
I just saw this response to the 10.73 patch notes.
