I have recieved the achievement and title (Festival Herald) but not the cape (500 monkey captures took a bit), am I missing someone to talk to?

I believe you purchase the cape from the furniture shop. It’s somewhere in the basement of Highsteppe.

The furniture shop is located on the other side of the tree from the dungeons. Its through the door in the back.
