Just as a fyi I am running on Quest 2 if that makes a difference. I have noticed that once you have equipped your instruments if you change the order they stop working/highlighting correctly. I found to fix it you have to equip another weapon type and then back again to modify which order you want them in/substituting them for a different instrument in your inventory.

I was having either this issue or a similar issue where some of my instruments stopped working (I couldn’t highlight/deactivate them). Didn’t realize it was a bug, thought it was just how the class worked.
I’ve also experienced this bug on my vive so its not quest 2 specific.
I play in PCVR on Index and Cosmos and I have all kinds of issues with the Bard instruments on both headsets, and as you mentioned… they are all fixable by switching classes and then switching back. It is definitely very frustrating tho. lol
If you haven’t already attached a loadout to your Bardic weapon I would suggest you do so. It will make things a little smoother when you have to switch due to glitching.
The way I do it I deselect everything and then change. Pretty annoying
