Which quest? If you had to collect items, did you forget them in your house? Does the quest show Complete in the journal?
I just barely joined and I am trying to do the quest with the chef
well, I just finished the very first quest (the tutorial) and is says to talk to the chef but I cannot talk to him.

Did you talk to the apprentice outside? Might not be needed, but I know did
I have tried all of those things about 10 times so yes.
Do you have king stag meat in your pocket? If I’m remembering right, not totally sure, but your delivering some to him.
Sorry if I’m not much help, not available to go online ATM.
(I am currently switching from in game to typing this) I have one stag meat, and if I need more please tell me

Also my journal says nothing about any quest with the chef.
I think check with Guardian Bart again, sounds like a missed interaction maybe
