I cannot get fishing pole from Chef L. He stays to come back when i’m at level 2 reputation.

Hi, to get a fishing rod you have to purchase it from his vendor menu for a few dram - it doesn’t require a reputation level with him.
What he’s likely talking about is the next quest he can give you but you can ignore that for now.
