I didn’t seem to get the cape (or achievement) upon finishing the Winter Festival.
Which quests did you finish? You’ll get the cape after finding the strange lights (you can pick up that quest from the NPC next to the Critter Capture shop).

Still missing the achievement though, along with several others
Did you capture all the little and big snowmen to get the snowman based achievements (could also have done it last winter)? You need those complete to get the winter herald title and achievement.
Yes lol, I have the achievement from at least one other winter festival.
