I believe I followed up via email when you originally requested it, but that surname is already taken, and you will need permission from the original Surname holder to have it also. You can send a bug report in game again with the new surname you want
I was the Original person with “TheBard” surname. So it’s odd that it would be taken. Unless you’re referring to a player by the name of “Poptart” who I gave permission initially to use the surname too.
Would you need their permission either way?
