Guard is wrecking ghosts 
good for laughs bad for questing
I believe there was a restart a couple hours after this post. Has the issue been resolved?
This guard will also be removed from attacking monsters to prevent this in the furture, sorry to anyone that tried the Narrow Orchard quest last night and was having problems completing it because of the guard.
