Its all in that Title.
Because the raided bar goes down when no arrow is fired this also applies when charging the arrow.
So my suggestion keep the bar still when an arrow is loaded, you still need to charge the bar and if you dont keep the bar up when an is loaded the bar will go down.
This will fix the problem with charging arrows as you loss damage when charging.
