why is it not dropping ftom dungeons? I see no reason to not let it drop from them too.

It was also announced that they could drop in dungeons, why was it changed to overworld only?

Some rare items (including a transmog set and a pet) have been added to a global loot table which has a very, very small chance of dropping during any Overworld or regular dungeon content.
